Issue and Control of Driving Licences
The Traffic Branch of the Mauritius Police Force is responsible for the issue and control of Driving Licences in Mauritius and Rodrigues.
Before you can learn to drive a motorcar, motorcycle or autocyle you must apply for a provisional driving licence.
Application for driving licence shall be made in a Police Form (PF 31) and shall be accompanied by a Non- Refundable application fee of Rs 500.
Minimum age requirement for a provisional driving licence.
Autocycle : 15 yrs
Motocycle : 17 yrs
Motorcar : 18 yrs
Application for Taxi: – Applicant shall be holder of a competent driving licence for Motor Cars. (Annex A)
Application for Heavy Motor Vehicle (bus and lorry):- Applicant shall be holder of a competent driving licence for Motor Cars for a period of at least six months. (Annex B & C)
Classification of Auto/Motorcycle
Type AM:- Autocycle
Type A1 :- 51 – 125cc
Type A2 :- 126-300 cc ( can apply if holder of type A1)
Type A :- 300cc ( can apply if holder of type A1 and A2)
The Licencing office
The Licencing Office of the Traffic Branch is responsible for the issue and control of Driving Licences in Mauritius and Rodrigues.
Application for a provisional driving licence can be made either at Police stations of your locality or On-line at: www govmu.org
Minimum age requirement for a provisional driving licence.
Autocycle : 15yrs
Motorcycle : 17yrs
Motorcar : 18 yrs
Application for driving licence for Taxi :
Applicant shall be holder of a competent driving licence for Motor Cars.

Online Application for Learner’s Licence
An applicant for a provisional driving licence can simply apply online through the Government Online Centre (GOC) at www govmu.org. He or she will have to choose a convenient date and time to call at the Licensing Office, on line section to complete the processing of the application with the following documents:
- Birth Certificate
- National Identity Card or Student Pass as applicable
- Marriage Certificate as applicable
- Original work/residence permit and passport (for non-Mauritian Citizen)
(Note: In cases where applicant is under 18 years, he/she should be accompanied by responsible party
A Non- Refundable application fee of Rs 500 shall apply.
Application made at Police Station
Applications for driving licence can also be made at Police stations with the following documents:-
- Birth Certificate
- National Identity Card or Student Pass as applicable
- Marriage Certificate as applicable
- Original work/residence permit and passport(for non-Mauritian Citizen)
The application is dispatched to the Traffic Branch for processing. If eligible, applicant will be informed by way of letter to call at the licensing office for the processing of his application.
(Note: In cases where applicant is under 18 years, he/she should be accompanied by responsible party)
The following procedures to be observed in cases of lost/destroyed/damaged driving licences:
- In case of a lost driving licence, applicant must report it to a Police Station. He/she will be issued with a memo (PF 77) for production at the Licensing Office when applying for a duplicate licence.
- Documents to be produced;
- 2 passport size photograph,
- National Identity Card
- The damaged driving licence or a memo from Police station in case of lost driving licence,
A prescribe fee of Rs 500 shall apply.
Payment for driving tests and scheduling of appointment can be effected on line as follows:-
- An applicant applies for an appointment on-line giving details (including email address) respecting the type of test he/she wishes to undergo.
- Payments for the tests are effected on line using bank card.
- The Licensing Office receives such applications online.
After verification, if an applicant is eligible, a reply is sent to him/her on the e-mail address provided, respecting the date and time of his/her appointment.
Postponement for appointment can be effected by way of e-mail or through phone.

Applicant should attach the following documents:
- Driving Licence / Learner’s Licence.
- National Identity Card (NIC).
- Appointment Receipt.
A reply by mail will be sent to applicant mentioning the date and time of his new appointment date.

Applicant should provide the following information respecting:
- Driving Licence.
- National Identity Card (NIC).
- Appointment Receipt.
- A valid e-mail address.
- A reply by mail will be sent to applicant mentioning the date and time of his new appointment date.
- In both cases, applicant should bring a printed copy of mail on the day of appointment.
- Any person wishing to postpone his/ her driving test should do so at least 48 hours prior to the date of appointment.
- The Licensing office will not be responsible of any technical issue if ever the mail did not reach the recipient.

Applicant should call in person at the International Driving Permit Counter, Traffic Branch, Line Barracks between 0900 hrs to 1400 hrs on week days (except public holidays) and between 0900 hrs to 1030 hrs on Saturdays. Applicant should fill in the prescribed form obtainable thereat and produce the following:-
- National Identity Card (original)
- Valid domestic driving licence
- One recent passport size photograph
- Prescribed fee of Rs 800
If all required documents are in order, the International Driving Permit will be delivered within the following working day.
Restoration of driving licence are effected under sect 123 A 1(3) of The Road Traffic Act after the period of disqualification has expired and after having followed the Rehabilitation Course where applicable.
Rehabilitation course is conducted by the Mauritius Institute of Training and Development, Forest Side upon payment of fees of Rs 1000.
- Driving School Licence – Rs 1500

- Duplicate Driving Instructor’s Licence – Rs 1000

- Minor Road Accident Report Form – Rs 500
- Duplicate Driving Licence – Rs 500
Where drivers of motor vehicles do not agree on the circumstances or cause of the accident, a Minor Road Accident Report Form is filled in quadruplicate and is forwarded to the officer I/C Traffic Branch.
A copy of such form is issued to both parties against payment of Rs 500.
Conversion of Foreign Driving Licence
This office also deals with application for conversion of foreign driving licence into domestic driving licences. The following documents are needed:
Original and copy of
- foreign driving licence
- Redisence/work/occupation permit
- NIC/Passport
- Marriage certificate and medical certificate where applicable.
Any person wishing to set up or maintain an establishment for teaching for gain the driving of motor vehicles shall apply to the Commissioner of Police for a Driving School Licence in the form set out in the First Schedule of the Road Traffic (Driving Schools and Instructors) Regulations.
Any person wishing to teach for gain the driving of motor vehicles shall apply to the Commissioner of Police for a Driving Instructor’s Licence in the form set out in the Second Schedule of the Road Traffic (Driving Schools and Instructors) Regulations.
The applicant should in the first instance satisfy the following conditions:
- have at least five years experience in the driving of motor vehicles;
- have a sufficient knowledge of the Highway Code and be able to explain to any pupil the contents and meaning thereof; and
- be of good character.
An enquiry will be initiated at the level of the local Police station of the locality where the applicant resides.
The progress of his/her application will rest on his/her success at the following three tests:
- Audio Visual Test (oral) on local traffic signs;
- Advanced theoretical test on all aspects of driving; and
- Advanced practical driving test.
The test will be carried out on different dates. Upon his/her success thereat, the applicant will have to satisfy the conditions imposed under the Road Traffic (Driving School & Instructors Licence) Regulation 1966 before any such licence could be granted by the Commissioner of Police.
In the event applicant fails any stage test more than twice, his/her application will be set aside. All test fees will be borne by the applicant.
