The Traffic Branch typically has several key duties:
- Enforcing traffic laws: Patrolling motorways roads, enforce traffic regulations with stress on road safety related offences.
- Managing traffic flow: Direct traffic, manage congestion, and optimize traffic signal timing.
- Investigating accidents: Respond to accidents, gather evidence, and determine cause of accident.
- Educating the public: Provide road safety information, conduct workshops, and promote safe driving practices.
- Collaborating with other agencies: Work with transportation departments, emergency services, and other stakeholders to improve road safety.
The above, aim at ensuring road safety, reduce accidents, and promote responsible driving behaviors.
Issue and Control of Driving Licences
The Licencing office
Before you can learn to drive a motorcar, motorcycle or autocycle you must apply for a provisional driving license.
The Licensing Office of the Traffic Branch is responsible for the issue and control of Driving Licenses in Mauritius and Rodrigues.
Application for a provisional driving license can be made either at Police stations of your locality, or on website www.govmu.org through the Maupass application or at Post Offices.
Application for driving license shall be made in a Police Form (PF 31) and shall be accompanied by a Non- Refundable application fee of Rs 500
Minimum age requirement for a provisional driving licence
Autocycle : 15 yrs
Motorcycle : 17 yrs
Motorcar : 18 yrs
Application for Taxi: – Applicant shall be holder of a competent driving licence for Motor Cars.
Application for Heavy Motor Vehicle (bus and lorry):-
Applicant shall be holder of a competent driving licence for Motor Cars for a period of at least six months.
Application for Taxi or Heavy Motor Vehicle (bus and lorry) will have to produce a valid Certificate of Character (not less than six months old)
Classification of Auto/Motorcycle
- Type AM:- Autocycle/Electric bike >250 watts< 4000 watts
- Type A1 :- >50 < 125cc/Electric bike >4 KW <11KW
- Type A2 :- >125 < 300 cc/Electric bike >11KW< 35KW (can apply if holder of type A1)
- Type A :- >300cc/Electric bike 35 KW> (can apply if holder of type A1 and A2)
Online Application for Learner’s Licence
An applicant for a provisional driving licence can simply apply online through the Government Online Centre (GOC) at www govmu.org or Post office. He or she will have to choose a convenient date and time to call at the Licensing Office, on line section to complete the processing of the application with the following documents:
- Birth Certificate
- Two recent Passport size photo
- Proof of address
- National Identity Card or Student Pass as applicable
- Marriage Certificate as applicable
- Original work/residence permit and passport (for non-Mauritian Citizen)
(Note: In cases where applicant is under 18 years, he/she should be accompanied by responsible party- Next to kin)
A Non- Refundable application fee of Rs 500 shall apply.
Application made at Police Station
Applications for driving licence can also be made at Police stations with the following documents:-
- Birth Certificate
- National Identity Card or Student Pass as applicable
- Marriage Certificate as applicable
- Original work/residence permit and passport (for non-Mauritian Citizen)
- Provide an E-mail address with Telephone and mobile number.
The application is dispatched to the Traffic Branch for processing. If eligible, applicant will be informed by way of letter or E-mail to call at the licensing office for the processing of his application.
(Note: In cases where applicant is under 18 years, he/she should be accompanied by responsible party)
The following procedures to be observed in cases of lost/destroyed/damaged driving licences:
- In case of a lost driving licence, applicant must report it to the Police Station of his/her locality. He/she will be issued with a memo (PF 77) for production at the Licensing Office when applying for a duplicate licence.
- Documents to be produced;
- 2 recent passport size photographs,
- National Identity Card
- The damaged driving licence or a memo from Police station in case of lost driving licence,
- Proof of address
A Non- Refundable prescribe fee of Rs 500 shall apply.
Payment for driving tests and scheduling of appointment can be effected on line as follows:-
- An applicant applies for an appointment on-line giving details (including email address) respecting the type of test he/she wishes to undergo.
- Payments for the tests are effected on line using bank card.
- The Licensing Office receives such applications online.
After verification, if an applicant is eligible, a reply is sent to him/her on the e-mail address provided, respecting the date and time of his/her appointment.
Applicant should attach the following documents:
- Driving Licence / Learner’s Licence.
- National Identity Card (NIC).
- Appointment Receipt
- Any person wishing to postpone his/ her driving test should do so at least 48 hours prior to the date of appointment.
- A reply by mail will be sent to applicant mentioning the date and time of his new appointment date.
- Applicant should bring a printed copy of mail on the day of appointment.
- The Licensing office will not be responsible of any technical issue if ever the mail did not reach the recipient.

An Attestation is a document issued by The Traffic Branch testifying the Authenticity of the Driving licence for Competent drivers only and is free of charge;
The applicant must apply in writing or through E-mail to the licencing Office with a photocopy of Driving licence and NIC/Passport.(If applicant is abroad a proxy should be provided)
Applicant should call in person at the International Driving Permit Counter, Traffic Branch, Line Barracks/Argy Driving Test center/Les Casernes Curepipe between 0900 hrs to 1400 hrs on week days (except public holidays) and between 0900 hrs to 1030 hrs on Saturdays. Applicant should fill in the prescribed form obtainable thereat and produce the following:-
- National Identity Card (original)
- Valid domestic driving licence
- Two recent passport size photograph
- Prescribed fee of Rs 800.
If all required documents are in order, the International Driving Permit will be delivered after processing (within 5 working days as far as practicable.)
- Application letter from the applicant and phone number of proxy below the letter (Address: Officer Commanding traffic Branch ,Line –Barracks Port Louis) and fill ANNEX A.
- Photocopy of NIC of applicant
- Photocopy of Passport (bio data page (photo) and page showing movement(departure+ entry immigration abroad) to the country where Applicant is currently residing.(3 papers)
- Two recent passport size photo of Applicant.
- Medical certificate from doctor must precise ”fit to drive or apte a conduire” certifying applicant’s fitness to drive(to be dated not more than one month preceding date application
- Proof of actual address (Abroad) of applicant.
- Photocopy of Driving licence of applicant.

Restoration of driving licence are effected under sect 123 A 1(3) of The Road Traffic Act after the period of disqualification has expired and after having followed the Rehabilitation Course where applicable.
Rehabilitation course is conducted by the Mauritius Institute of Training and Development (MITD),Forest Side upon payment of fees of Rs 1000.

Where drivers of motor vehicles do not agree on the circumstances or cause of the accident, a Minor Road Accident Report Form is filled in quadruplicate and is forwarded to the officer I/C Traffic Branch.
A copy of such form is issued to each party against payment of Rs 500.
This office also deals with application for conversion of foreign driving licence into domestic driving licences. The following documents are needed:

- AN ATTESTATION FROM ISSUING AUTHORITY TO ENSURE THE AUTHENTICITY OF THE FOREIGN DRIVING LICENCE WHERE IT HAS BEEN ISSUED
- foreign driving licence recto/verso
- Proof of address/rent book/lease agreement;
- Residence/work/occupation permit (to have validity period of six months from date of application);
- NIC/Passport/UID;
- Medical certificate for those who are above 60 yrs and the Doctor must precise “fit to drive motor vehicle/ride auto/motorcycle”;
- Marriage certificate(married woman and spouse of Citizen of Mauritius);
- Two recent passport size photos;
- Conversion fee of Rs 1500. After approval of your application.
Any person wishing to set up or maintain an establishment for teaching for gain the driving of motor vehicles shall apply to the Commissioner of Police for a Driving School Licence in the form set out in the First Schedule of the Road Traffic (Driving Schools and Instructors) Regulations.
Any person wishing to teach for gain the driving of motor vehicles shall apply to the Commissioner of Police for a Driving Instructor’s Licence in the form set out in the Second Schedule of the Road Traffic (Driving Schools and Instructors) Regulations.
The applicant should in the first instance satisfy the following conditions:
- have at least five years experience in the driving of motor vehicles;
- Recent Certificate of Character not less than six months old
- have a sufficient knowledge of the Highway Code and be able to explain to any pupil the contents and meaning thereof; and
- be of good character.
An enquiry will be initiated at the level of the local Police station of the locality where the applicant resides.
The progress of his/her application will rest on his/her success at the following three tests:
- Audio Visual Test (oral) on local traffic signs;
- Advanced theoretical test on all aspects of driving; and
- Advanced practical driving test.
The test will be carried out on different dates. Upon his/her success thereat, the applicant will have to satisfy the conditions imposed under the Road Traffic (Driving School & Instructors License) Regulation 1966 before any such licence could be granted by the Commissioner of Police.
In the event applicant fails any stage test more than twice, his/her application will be set aside. All test fees will be borne by the applicant.

The Photographic Enforcement Device Unit which operate under the aegis of Traffic Branch is based at Samlo Tower, Aurelle Feillafe Street, Port Louis and is responsible for the management of speed violations captured by fixed speed cameras throughout the island.
Payment of Photographic Enforcement Device Notice (PEDN)
A person served with a PEDN is required to pay the fine within 28 days from the date of issue of the PEDN at any District Court. He/she may authorize in writing an adult to pay the fine on his/her behalf with the relevant documents (original).
Reprocessing of PEDN
Where a notice is served to a person or company, the owner or director if he is not the driver he should filled in the Part B of the notice and must return the notice (full) to the Police at Samlo Tower, Aurelle Feillafe Street, Port Louis within 14 Days according to Law from Date of issue so that the Police may served the notice anew to the driver mentioned in part B.
Viewing of Photographic Evidence
The Photographic Evidence may be viewed by the owners, drivers or an adult on written application made to the Commissioner of Police within 14 days from the date of issue of the PEDN and against a payment of prescribed fee of Rs 100 between 09.00 hrs to 14.30 hrs on weekdays and from 09.00 hrs to 11.00 hrs on Saturdays. Otherwise the person may also call at PEDU office for viewing as per day and time as specified above.
Non payment of fine within prescribed delay
If a fine is not paid within 28 days from its date of issue then the owner/driver will have to stand trial before the District Court where the offence has been committed and he will receive a notice in lieu of summon to attend the relevant court where the date and time will be specified.

The Road Safety Unit, which operates under the aegis of the Traffic Branch, has as its main mission to establish a Road Safety Culture aiming towards safer roads and safer people through:
- Dedicated enforcement of the various traffic laws; and
- Sensitisation and awareness among road users.
Everyday thousands of people are killed and injured on our roads worldwide. In Mauritius, an average of one hundred and four (140) persons is killed on our roads each year. For a population of about 1.3 million people, having more than 700,000 vehicles on the roads coupled with a bad road attitude, the road security risk is huge. Likewise, Road Safety has always been a matter of great concern for the Mauritius Police Force, particularly the Traffic Branch.
The road traffic crashes trend in Mauritius is dynamic and mostly related to behavioural factors. The increasing vulnerability of road users to road traffic crashes is mainly due to speeding, drink driving, use of mobile phone, failure to wear securely seat belt and crash helmets. Our analysis revealed that pedestrians and riders are the largest victim group of fatalities and injuries.

Speeding
Road speed limits are used to set the legal maximum at which vehicles may travel on a given stretch of road. Exceeding the speed limit highly increases the likelihood of an accident and is one of the main causes of road crashes. Very strong relationships have been established between speed and accident risk.
When drivers are speeding, they have less time to react to any danger or other situations on the road.
Furthermore, when a road accident actually occurs, the greater the speed, the more likely that death or serious injuries will follow.

ROAD RESTRICTIONS FOR LEARNERS DRIVERS
Drink driving remains one of the major causes of serious injury and fatal road accident in Mauritius which greatly increases the risk of road crashes. The greater the amount of alcohol consumed, the more likely a person is to be involved in an accident. When alcohol is consumed, many of the skills that safe driving requires – such as judgment, concentration, comprehension, coordination, visual acuity, and reaction time become impaired.
THE LEGAL PRESCRIBED LIMIT:
- 9 microgrammes of alcohol in 100 ml of breath.
- 20 milligrammes of alcohol in 100 ml of blood.
- 27 milligrammes of alcohol in 100 ml of urine.
PENALTIES FOR DRUNKEN DRIVING:
On first conviction –
- Fine not less than Rs 20,000 and not more than Rs 50,000
- Imprisonment not more than 5 years.
- Disqualification of driving licence for a minimum period of 12 months.
On second or Subsequent conviction –
- Fine not less than Rs 50,000 and not more than Rs 75,000.
- Imprisonment not less than 12 months and not more than 8 years.
- Cancellation of driving Licence and disqualification for a minimum period of 24 months.
